Purpose. This policy states the commitment of CAQA Powergen Station to the health and safety of everyone who works at or visits its generating sites.

1.Purpose

Power generation involves high voltage, high pressure steam, hot gas, rotating machinery, hazardous chemicals, working at height and confined spaces. This policy sets the standard of health and safety that the business will maintain and that every worker, contractor and visitor must meet at every site.

2.Policy statement

Powergen will operate its plant so that no person is harmed. The business will maintain a safety management system that meets the Occupational Health and Safety Act 2004 (Victoria) and the Electricity Safety Act 1998 (Victoria). Safety will not be traded for availability, dispatch or cost, and any worker may stop a task that is not safe.

3.Responsibilities

The Station Manager is accountable for this policy. Managers must implement the system in their departments and must provide the plant, equipment, training and supervision needed. Workers must follow procedures, work within their authorisations, use the permit to work system and report every hazard, incident and near miss.

  • Station Manager: accountable for the policy and its resources
  • Department managers: implement procedures and maintain authorisations
  • HSE and Quality Manager: maintain and audit the system
  • All workers: follow procedures, report and stop unsafe work

4.Key controls

The business will isolate and prove every energy source before work begins, will control access to high voltage areas, will manage confined space entry and work at height to the procedures, and will keep first response and rescue capability on every shift.

5.Consultation

Health and safety representatives will be consulted on changes to plant, procedures and rosters through the site safety committee, which will meet monthly.

This policy will be reviewed annually and after any serious incident or change in the law.
